This is the Anti-Phishing Volunteers & Associates (APVA) Security Incident Response System.

APVA identifies and takes down phishing, malware and malicious content at the moment of detection, both using its own resources and partner services, as well as on behalf of its clients.

The Security Incident Response provides information about such sites to parties involved in the takedown, including webmasters, national CERTs, hosting companies, domain name registrars and registries.
